I am a tenured professor (special education) in the School of Education at Indiana University-Bloomington, where I am affiliated with both the Center for P-16 Research and Collaboration (P-16) and the Center for International Education, Development and Research (CIEDR). With CIEDR, I am currently consulting with the Faculty of Education at the University of Pristina, Kosova, to develop and sustain a culture of research in the School and also to improve teacher preparation. In the P-16 Center, I have numerous research interests that broadly involve examining the role and impact of interagency collaboration and family engagement in public schools. Preventing mental illness and improving educational and social outcomes, especially for young people with emotional and behavioral challenges, and supporting their families, have been core goals of my work. I also currently consult with the US Department of Justice (Civil Rights Division) on issues related to discrimination against K-12 students with disabilities. Until 2010, I served as an Independent Hearing Officer (Administrative Law Judge) for the Indiana Department of Education.
