Randall Lutter is senior lecturer in public policy at the Frank Batten School of Leadership and Public Policy. He has previously served as deputy commissioner for policy at the Food and Drug Administration, as senior economist for the environment and regulation at the President’s Council of Economic Advisers and as senior economist at the federal Office of Management and Budget. As deputy commissioner for policy at the FDA, Dr. Lutter played a leadership role on issues like the safety of food from animal clones, regulation of genetically engineered animals, prevention of mad cow disease, design of drug and device user fee programs, communicating risks from unapproved imported drugs, and the management of FDA’s advisory committees. He has also served at the FDA as chief economist and as associate commissioner for policy and planning. He has previously taught economics at the State University of New York at Buffalo and at American University, and written about various regulatory topics while at Resources for the Future, the American Enterprise Institute and the AEI-Brookings Joint Center for Regulatory Studies. Dr. Lutter’s research interests span a range of regulatory issues including the benefits and costs of federal regulation, food safety and nutrition, genetically engineered animals, and air pollution. His work has appeared in a variety of peer-reviewed journals and he has testified before Congress. With Jason F. Shogren, he co-edited Painting the White House Green: Rationalizing Environmental Policy Inside the Executive Office of the President, 2004. He is also visiting scholar at Resources for the Future, a non-profit public policy research organization in Washington DC.
