He taught at Duke (1981-84) and at Colgate University (1984-89) before coming to William & Mary in the Fall of 1989. David currently teaches trade theory & policy and an interdisciplinary course in international relations. His current research examines college cost, the demand for higher education, and the role of federal and state policy toward higher education.
