David Boyd is an adjunct professor at Carnegie Mellon University where he teaches project management. Mr. Boyd received his Masters of Business Administration Degree from Tulane University and has pursued a long and successful career as a project manager and executive with major strategy and IT consulting firms. He founded and heads David Boyd & Associates, a successful strategy, IT, and operations consulting practice that serves large government agencies, software vendors, and systems integrators. He is a frequent speaker at government IT and operations focused conferences. He has also been a guest lecturer at Carnegie Mellon, University of California, and other universities. His interests include: 1) the synthesis of investment management, project management, system development life cycle, human resource, and quality disciplines into a coherent approach for IT project justification, definition, estimation, and management; 2) rationalization and improvement of large scale IT procurement practices in state and local government; 3) policy driven IT strategies and practices in tax agencies; 4) alternative requirements and design approaches to reduce cost and improve outcomes on large IT projects 5) use of decision analytics tools to improve complex processing in tax and revenue agencies; and 6) establishing coherent data management and performance measurement strategies in large public sector entities.
